About This Role
<p>The Contractor & Consultant Management team is responsible for enabling Target's flexible external workforce through a disciplined, scalable and business-focused operating model. CCM supports the end-to-end ecosystem for contractors, consultants and statement-of-work engagements, including demand and workforce planning, requisition fulfilment, supplier performance management, contractor lifecycle operations, consulting and SOW enablement, invoice and payment governance, compliance, analytics and continuous improvement.</p><p>As Target's demand for specialized and emerging capabilities continues to evolve, CCM plays an increasingly strategic role in helping leaders determine the right workforce solution across full-time talent, contractors, consultants, SOW engagements and other flexible workforce models.</p><p>The team supports a large and growing external workforce and supplier ecosystem, including highly specialized capabilities across areas such as Creatives, Digital, Security, UX, Data Science, Infrastructure, AI and other emerging domains.</p><p><b>Primary Responsibilities:</b></p><p><b>Lead the Contractor & Consultant Management Function</b></p><ul><li>Lead the end-to-end CCM operating model, including requisition fulfilment, contractor lifecycle, invoices, payments, compliance, audits and reporting</li><li>Establish clear governance, service standards, operating rhythms and escalation mechanisms to ensure consistent execution</li><li>Drive simplification, automation and process improvements that enhance speed, accuracy, stakeholder experience and control</li></ul><p><b>Lead Supplier Ecosystem Strategy and Governance</b></p><ul><li>Own strategy and governance for the contractor, staffing, consulting and specialist supplier ecosystem.</li><li>Lead supplier performance through scorecards, monthly business reviews, quarterly assessments and corrective actions.</li><li>Optimize the supplier portfolio based on capability, performance, cost, scalability, risk and future business needs.</li></ul><p><b> Shape Target's Flexible </b><b>Workforce Strategy</b></p><ul><li>Partner with business leaders to determine the optimal mix of FTE, contractor, consulting, SOW and other workforce models.</li><li>Lead workforce planning, demand prioritization and sourcing strategies for critical, niche and emerging capabilities</li><li>Strengthen SOW, consulting and outcome-based engagement models to improve value, flexibility and business outcomes.</li><li>Partner with Strategic Sourcing and stakeholders to lead RFI/RFPs, supplier evaluations, negotiations and supplier transitions.</li></ul><p><b>Lead AI & Future of External Workforce Strategy</b></p><ul><li>Anticipate how AI and automation will reshape roles, skill requirements, talent demand and workforce models, translating industry trends into actionable contractor and consultant strategies.</li><li>Evaluate emerging AI capabilities, talent markets and supplier offerings to ensure timely access to specialized skills and evolve sourcing, supplier and commercial models as the market changes.</li><li>Champion responsible adoption of AI and automation within CCM to improve sourcing, workforce planning, supplier management, analytics and operational efficiency while maintaining appropriate governance and human judgment.</li></ul><p><b>Drive Supplier Commercial and Market Intelligence</b></p><ul><li>Build market intelligence on workforce trends, supplier capabilities, skill availability, commercial models and rate movements. Deep understanding of other GCC/retail CCM landscape</li><li>Use benchmarking, rate analysis and market insights to guide sourcing, supplier and workforce decisions.</li><li>Identify emerging suppliers, technologies and workforce models that improve access to talent, speed and cost effectiveness.</li></ul><p><b>Own Contractor Lifecycle, Compliance and Controls</b></p><ul><li>Provide senior oversight of contractor lifecycle governance, including onboarding, tenure, extensions, utilization and offboarding.</li><li>Partner with Legal, Finance, Talent Acquisition and other functions to translate regulatory and policy requirements into sustainable practices.</li><li>Ensure strong controls across compliance, invoices, payments, audits, documentation and supplier accountability.</li><li>Improve speed-to-fill, candidate quality, supplier responsiveness and stakeholder experience through data-driven interventions.</li></ul><p><b>Build Analytics, Metrics and Business Reviews</b></p><ul><li>Define CCM KPIs and dashboards across demand, fulfillment, supplier performance, cost, utilization, compliance and stakeholder experience.</li><li>Lead monthly and quarterly operating reviews that highlight trends, risks, root causes and required actions.</li><li>Translate operational and market data into clear recommendations for senior leadership and business partners.</li></ul><p></p><p><b>People Leadership</b></p><ul><li>Lead, coach and develop a high-performing CCM team with clear goals, accountability and performance expectations.</li><li>Build team capability across workforce management, supplier governance, consulting/SOW, analytics, compliance and procurement.</li><li>Foster an inclusive, collaborative and continuous-improvement culture while managing capacity and priorities effectively</li></ul><p><b>Job Requirements</b></p><ul><li>Bachelor's degree from an accredited university or equivalent relevant professional experience.</li><li>10+ years of progressive experience across procurement, contingent workforce management, consulting/services procurement, supplier management, workforce operations or related fields.</li><li>5+ years of people-leadership experience, including responsibility for developing high-performing teams in a large, matrixed or multinational organization.</li><li>Demonstrated experience managing complex supplier or vendor ecosystems.</li><li>Strong knowledge of supplier relationship management, supplier-performance governance and structured business-review processes.</li><li>Experience working with contingent labour, professional services, consulting, SOW engagements or other external-workforce models.</li><li>Strong understanding of AI, automation and emerging workforce trends, with the ability to assess their implications for talent demand, skill requirements, supplier capabilities, commercial models and procurement operations</li><li>Demonstrated ability to influence and negotiate with senior leaders, suppliers and cross-functional partners.</li><li>Experience navigating complex, ambiguous and rapidly evolving business environments. Strong problem-solving, decision-making and critical-thinking skills.</li><li>Knowledge of Vendor Management Systems (VMS), workforce-management platforms or procurement technology.</li><li>Experience leading or supporting complex sourcing initiatives, supplier negotiations, RFI/RFP processes and commercial evaluations.</li><li>Strong understanding of governance, controls, compliance and risk management within Procurement or external-workforce environments.</li></ul><h3></h3><p></p><p></p><p></p>
